Interesting paper. Seems to be short on conclusions; mostly it just emphasises the ultimatefutility of relying on predictive measures and first response. I found this portion from page 29 especially chilling: "No hospital in the country can deal with more than 50-100 patients requiring isolation. It can also take a critical 24-48 hours to move federal and state resources to a local facility once (and if) an attack is detected, and hospitals are not funded to do anything to bridge the gap. Furthermore, it is far from clear that detection of some kind of bioattack is any guarantee that such an attack can be characterized in a sufficiently precise way to allow hospitals/caregivers, and local, state, and federal authorities to know what kind of services and treatment to provide and what kind of aid to ask for."
Hmmmm. I'll try to finish this paper at work today, than I'll go home and read the first parts of "The Stand" again.
