It's 60 votes to break a filibuster, which is supposed to be a rare thing that a single senator does in extraordinary circumstances, when s/he believes a bill is so wrong that even though the majority of senators agree with it, s/he cannot allow it to pass. It wasn't until the Republicans started whining when democrats filibustered half a dozen of Bush's most right-wing judicial nominations that it even became an issue, and it wasn't until the Democrats took control in 2007 that it became SOP to filibuster everything the majority party tried to move until they kissed your ass and mailed you a check first.
It makes me wish they'd taken the nuclear option when they had the chance to break filibusters with simple majorities. I would love to see the stuff that would get passed when you didn't even have to ask the minority opinion. Free healthcare for everyone! 300% tax on Hummers! Republicans must wear their pants on their head every Tuesday! You have to! It's the law!
