I'll ask my Navy man... but I think the timing of this is apolitical.

The Navy declared him that status in January of last year. I know it takes awhile officially change such things, but almost two years?

Checked with Navy man... yes, it does take that long to go through the entire chain... it's not a move in on the part of the politics of DC

Even if it isn't, it's still a handy reason for him to use if he wants. "We gotta go get our boy...."
