I think they could spin a psuedo plausible explanation citing biochemistry found in certain actual marine life that allows the creature to be frozen without damage to the cells and then 'thaw out' and swimm off. Cross that with some science-hokum about the 'adaptive properties' in Cap's physiology derived from the super soldier serum tha allowed him to enter a 'perfect hibernation' blah blah blah.. It's on the pseudo science level of a mutation that goes from 'human' to 'I can turn into metal and bench an abrams tank' within the space off two generations.
